Q:    What is the next big issue fuel site operators should be aware of?
     
A:   In California the Air Resources Board is in the process of changing the vapor recovery program. Many products now approved will probably be decertified. These include many "vac-assist" vapor recovery systems that pressurize the tanks and lines. Right now fuel sites would be smart to stick with balance or with assist systems that create a vacuum. Check the CARB website  for more details and a calendar of critical dates.  
     
     
Q:   Isn't it better to put in an above ground tank than underground?
     
A:   Sometimes. But only sometimes. And, more regulation of AST's is coming soon. California ex-Governor Davis budgeted funds for 30 new jobs to regulate AST's and storm-water runoff. Who knows what the new regulations may require. Also, operation of an AST may have significant operational costs that UST's do not have. A careful analysis of the exact location and needs of the users must be made. This decision could go either way.
